The previous version of the coat of arms, used on Wikipedia, the internet, and in public, was incorrect. This current version is correct, created according to the officially adopted solutions for the new national symbols from 1992 and improved based on later changes. This was the official coat of arms of the Republic of Bosnia and Herzegovina (1992 - 1995) and Bosnia and Herzegovina (1995 - 1998). Please do not alter it with arbitrary modifications. If you intend to improve the coat of arms for personal use, feel free to contact me through Reddit, as I have ideas on how to do it. My username is u/filius_bosnensis.
Additional explanation
Previously, due to the unavailability of technical and graphic documentation of the Republic's symbols and parts of the amended Constitution to the public, coats of arms and flags of the Republic of Bosnia and Herzegovina were created arbitrarily. As a result, today we have hundreds of variations of the same coat of arms and flag, both in physical and digital form. The problem that existed during the war, unfortunately, continued afterward as well. Everything was based on visual interpretations and artistic liberties. With this, I hope we can correct that and establish a single, accurate version that has been officially adopted.
Regarding the publicly available constitutional amendment on state symbols from 1993
The Coat of Arms of the Republic of Bosnia and Herzegovina is shield-shaped, blue in color, divided into two fields by a diagonal white bar, with three golden-yellow fleurs-de-lis in each corner.
The flag of the Republic of Bosnia and Herzegovina is rectangular in shape with the coat of arms of the Republic of Bosnia and Herzegovina in the center on a white background. The ratio of the width to the length of the flag is one to two.
Heraldry does not recognize the term "golden-yellow"; there are only silver (argent) and gold (or), which are not colors but metals. They do not lose this property even when depicted in white and yellow. The mistake comes from those who wrote the first amendment related to the Republic's symbols, as the documentation never mentions "golden-yellow."
The documention states that the bordure and fleur-de-lis are golden and that a matte gold color must be used, while a darker shade of yellow is also permitted. The Constitution contained only brief visual descriptions of the coat of arms and the flag, while the technical and graphic documentation related to state symbols was attached to it. At least in Sarajevo.
The correct heraldic descriptions (blazons) of the coat of arms are:
• Azure, six fleur-de-lis Or, a bend Argent, a bordure Or.
• Blue shield with six golden fleur-de-lis and a silver bend, with a golden bordure.
This is where heraldry ends, and personal interpretation and artistic freedom begin in the depiction of the described coat of arms. For this reason, many countries have introduced a graphic standard (etalon) as an appendix to the law on national symbols.
However, although the etalon (somewhat lacking) is included in the documentation of the Republic's symbols, it appears that it was never officially standardized or legally regulated. The Constitution of the Republic itself does not mention any appendix to the articles concerning the Republic's symbols. The existing etalon was implied, and due to the war, not everyone had access to it.
As for the flag, the description is correct, but they forgot to include the description of the vertical flag, which has a width-to-length ratio of two to one. They also forgot to mention that on the horizontal flag, the height of the coat of arms is 75% of the height of the flag, which means that on the vertical flag, the height of the coat of arms would be 75% of the width of the flag.
Some examples of coats of arms with more accurate colors and shape
Pay attention to the last row, where all the coats of arms on the flags have the correct colors, although they are somewhat irregular. The second and third images in that row show the first flag of the Republic. The flag was hung on the Presidential building before being taken down due to damage. Although, to be honest, it is somewhat irregular as it deviates from the technical specifications, but this is justified due to the wartime circumstances, the lack of materials at the time, and technological limitations. The last image in that row is from the Europe Day parade in Paris. Lastly, the first and third images in the second row show the correct coat of arms of the Republic.

Final adjustments: The coat of arms' width-to-height ratio is set to 1:1.33; the fleur-de-lis are better distributed, with a height of 1/5 of the coat of arms' width and a 1:1.33 ratio; the band width is 1/7 of the coat of arms' width, with more refined ends.
